Case Study : Success Story – ADWEA Application Rationalization Project
Client Overview
The Abu Dhabi Water & Electricity Authority (ADWEA) is a public organisation wholly owned by the Abu Dhabi government. ADWEA produces, transmits, and distributes electricity and water to more than 1.4 million customers in Abu Dhabi. It is a key strategic client for Injazat Data Systems.
Business Issues

A group of applications at the ADWEA group of companies were identified as minor bespoke applications which were not part of the outsourcing agreement between Injazat and ADWEA.

Issues such as risk of data loss and lack of support were identified as key business issues.

A group of applications which were identified as “not in use” were consuming client’s infrastructure and incurring operational costs.
Approach
-
The project followed a proven methodology that segmented the applications into functional types, allowing interim reports on functional areas to be produced, in advance of the delivery of the final report.

Interviews were conducted with relevant application users and management staff, using an agreed, common interview questionnaire.

Each interview was written-up and audited by the interviewee for correctness, through the ADWEA project liaison staff.
Approach Cont.
- Based on the questionnaire responses, with the support of the ADWEA Injazat Subject Matter Experts (SMEs), application findings were identified and cost estimated.
- If applications were identified as no longer in use, an immediate evidence-based recommendation to de-commission was provided to the joint governance team, for review.
- When the analysis and recommendations for each type of application group was completed, an interim report was delivered to the project joint governance for review.
- On completion of all application rationalization activities, a final consolidated report was produced which contained the individual interim reports and a recommendation summary. This was supported by a final presentation to ADWEA on the projects findings and recommendations.
- This approach both reduced project delivery risk through early joint agreement of deliverable style and content as well as offered ADWEA continuous benefit realization, especially through the early de-commissioning of unused/unfit applications.

Results:
- Identified all applications that were both in-use and not-in-use and those that are not formally supported by Injazat.
- Produced a proposal for the future of the applications to either:
- Subsume their functionality into one of the existing enterprise (corporate) applications.
- Replace the application with an off-the-shelf alternative package.
- Leave “as is”.
- Redevelop using another technology.
- Decommission the application.
- Identified of how the applications’ functionality was handled in all ADWEA companies.
- Provision of cost estimates to ADWEA for rationalizing each application.
- Benefit realisation through early de-commissioning of unused/unfit applications, thus reducing support costs to ADWEA as well as reducing infrastructure workload.
